Incentives for Hybrid Vehicles Purchases in Mississippi, Arkansas, Louisiana, and Alabama

  • Travelers, the second largest writer of auto and homeowners insurance through independent agents, offers a 10 percent discount on auto insurance for hybrid owners. Travelers made the discount available in 27 states with plans to roll it out in most remaining states in the coming months. Travelers is the first auto insurance company to begin implementing a discount nationally. For more information, visit www.hybridtravelers.com.
  • The Farmers Insurance Group of companies offers an insurance discount to customers who own a hybrid or alternative-fuel vehicle, including gas-electric hybrids, electric only, natural gas, ethanol, methanol, and propane. The discount amount is up to 10 percent. "Customers are opting more for vehicles with environmentally friendly hybrid or alternative-fuel engines, and that trend is expected to continue because of high gas prices and a growing number of hybrid models," said Kevin Kelso, President of Personal Lines at Farmers. "We are happy to offer drivers who are concerned about the environment a discount," added Kelso. For more information, visit www.farmers.com.
  • The Louisiana Department of Natural Resources offers a state income tax credit worth 20% of the cost of converting a vehicle to operate on an alternative fuel, and 20% of the incremental cost of purchasing an Original Equipment Manufacturer (OEM) alternative fuel vehicle (AFV). For the purchase of an OEM AFV, the tax credit cannot exceed the lesser of 2% of the total cost of the vehicle or $1,500. Only those vehicles registered in Louisiana can receive the tax credit. (Reference Revised Statutes (RS) S47:38 and S47:287.757). The Louisiana department of revenue concluded that "The cost of equipment involved in converting to a hybrid vehicle or installed by a manufacturer of hybrid vehicles can be used to compute this credit." Note: The Revenue Ruling No. 02-019 November 8, 2002 established the department's position on allowing hybrids vehicles to receive this credit. However, a Revenue Ruling does not have the force and effect of law and is not binding on the public. It is a statement of the department's position and is binding on the department until superseded or modified by a subsequent change in statute, regulation, declaratory ruling, or court decision.
  • Bank of America offers $3,000 toward the purchase of a hybrid vehicle to all employees who work at least 20 hours per week.

  • Biofuels Production Incentive
    • Mississippi's Commissioner of Agriculture and Commerce is authorized to make direct payments to ethanol and biodiesel producers located in Mississippi. The amount of payment for each producer's annual production is $0.20 per gallon, up to 30 million gallons per year per producer, for a period of up to 10 years following the start date of production. No payments will be made for production that occurs after June 30, 2015, and the maximum total annual payment to a single producer per fiscal year is $6 million. (Reference Mississippi Code 69-51-5)
